童年：
區小勇博士在低收入家庭中長大。在他的幼兒園和小學教育，區博士和他的三個其他家庭成員住在澳門約一百平方呎的臨時木屋單位。對於他的大部份中學和大學教育時間，區博士和他的三個其他家庭成員居住在香港約100平方呎的一間板間房間，該分間唐樓公寓共有5個不同的家庭，這五個家庭只有分享一個廁所和一個廚房。從幼兒園起區博士自願幫助他的家人來賺取額外的收入，例如像幫助她的母親把人造花和褲子的半製成品在家庭加工。作為一個初中學生的第一年暑假，區博士開始做全職暑期工作，他的第一個全職暑期工作是在一家紡織廠，在接下來的暑假，區博士曾在東區海底隧道工地為隧道工程工作。中學期間，他的其他兼職工作包括在麥當勞餐廳和政府青年中心工作和給其他學生補習。
創立自己的公司：
在區博士的高中考試後，區博士與他的兄長在香港成立補習公司，這是安排自己補習社的導師為學生補習。該公司原來是一個成功，暑假後，區博士開始了他的大學教育，他的母親就開始接手經營這家公司，收入比她原來在麥當勞和辦公室清潔的工作高了不少。
在區博士大學畢業同月，區博士與他的兄長在香港於1998年成立他們的互聯網應用公司（資訊網絡有限公司）。不過，在其成立過程中只有區博士一人參加了公司的運作。區博士成立這間互聯網公司，是因為在那個時候，商業虛擬主機和電子商務應用服務費仍然非常高。香港大部分的中小企業仍然沒有自己的商業網頁等，區博士的公司是早期提供包月服務費為約60元（所有以港元計）的託管公司之一，當時電信運營商的月租費一般耍幾百元。此策略在1997-98年亞洲金融危機後的經濟低迷時期是非常成功。在早期階段，曾有不同媒體報導此策略，其中一些媒體的報導如下：

推廣免費開放獲取(open-access)項目的社區工作：
區博士參與開放獲取項目的動機可以回到他草桹基層的童年生活。在90年代的香港，有來自政府的補貼，供低收入家庭的學生買教科書，但只限教科書。對於要去參加香港的公開考試（香港自己的A-Level）的學生，他們必須自己購買考試大綱的書籍和過去的試卷書籍。儘管這些材料是由政府印，但它們不是免費的，也不免費開放獲取(open-access)（即使是窮學生）。為了減少他的母親的經濟負擔，區博士在他的A-Level考試前，不買考試大綱書籍及模過去試卷的任何書籍，也不買任何參考書，因這是更昂貴。儘管事實證明，區博士仍然可以在香港自己的A-Level得到4A1B1C（每年數万考生中，一般來說大約只有約一百位考生得4A或以上），但區博士認為如果該材料可自由/開放式訪問，這將是更好。對於高度發達的地區如香港，還有學術著作的負擔能力問題，對於其他發展中地區，這個問題可能會更差。因此，區博士積極參與免費作品，如免費醫療分析工具的開發和開放存取項目的推廣。自2005年以來區博士主動擔任國際工程師協會總秘書長，實行各種開放獲取項目。區博士為開放獲取期刊和講義系列擔任總編輯。開放式學術項目，是受歡迎的，尤其是在低收入國家：
